Maintenance
The City works hard to protect our water quality and to prevent flooding problems. The City studied storm water management issues in the area and developed a plan to meet local needs. The plan includes these priorities for the storm water program:
- Meet federal storm water requirements
- Maintain the storm water drainage system
- Improve the drainage system
- Manage new development
Storm water outfall pipes are located throughout the City, and should not have any water flowing from them during dry weather. In addition, they should never have a flow containing foam, sanitary waste, color, sheen, algae or excessive vegetation. These are referred to as illicit discharges.
If you witness this, or have other maintenance concerns on existing storm water management systems, please contact Tim Gillette with your contact number, and the approximate address or location of the outfall pipe in question. We will immediately investigate any illicit discharge reports, and make any needed repairs or improvements.
Permitting
The City of Tega Cay is a regulated Small Municipal Separate Storm Sewer System (SMS4) and is authorized by the State to issue land disturbance and storm water permits.
Small projects require the submittal of a permit application along with a plot plan with the limits of grading shown. Once the submittals are approved and permit fees are paid, a Land Disturbance Permit will be issued. Standard erosion control measures (single or double-row silt fences) are required on all slopes, and other measures are required on an individual case basis.
Large projects (Including the construction of new homes) require the submittal of the above documents along with the appropriate Notice of Intent (NOI) form. Best management practices to mitigate surface water runoff and documented weekly inspections by a certified inspector are required in all cases during construction. After the large project is completed and the disturbed area is properly stabilized, the permittee must submit a Notice of Termination (NOT) to the City to close the NPDES coverage under the Construction General Permit.
