3. Where can I buy code books?

Copies of the International Residential Code can be purchased through the York Technical College bookstore at 452 South Anderson Road, Rock Hill, SC.

4. How does one become a licensed contractor?

Licenses may be obtained from the State of South Carolina by contacting the S.C. Department of Labor, Licensing and Regulation Commission at (803) 896-4300.

5. What should I do to have my residential property inspected for building, electrical, mechanical, plumbing or gas code compliance?

First, obtain a building permit from Development Services, and then call us at 803.548.3513 x 301 to schedule an inspection.

6. As a homeowner, can I get the required permit(s) to work on my house without a contractor?

Yes, if you or your immediate family members are performing the work and if you will live in your home for at least two years after the work is completed.

7. Who can I employ to perform construction work on my property?

Other than the homeowner or his immediate family members, only South Carolina state-licensed contractors are permitted to work on your property.

8. How do I schedule a residential building inspection?

Call Development Services at 803.548.3513 x 301 (24/7), and when prompted leave the street address and requested inspection type for your project. Inspections must be called in 24 hours ahead of time, and please be sure all work has been completed before requesting an inspection.

9. I have scheduled a residential inspection for today. When should I expect the inspector on the job site?

Residential inspectors conduct field inspections usually between the weekday hours of 7:30 and 3:00. For your convenience, you may request a morning or afternoon inspection at the time you make the inspection request.

10. Do I need to permit for a storage building I bought from Lowes or Home Depot?

If the building is less than 200sq/ft and not on a permanent foundation, you will only need a Zoning Compliance Permit to regulate the set-back requirements for your property.

If the building is greater than 200sq/ft and/or on a permanent foundation, then you will need both Zoning Compliance and Building Permits.

11. I have a North Carolina residential contractors license - can I do work in South Carolina?

No, you have to contact the Dept. of Labor, License and Regulations in Columbia and have your license reciprocated to South Carolina. (803.896.4300) before you will be able to pull a permit.

12. I have a complaint with the Contractor who built my house, how do I address this problem?

All complaints must go though the Residential Builders Commission in Columbia (803-896-4621) and then referred back to our office for further action.
