Tega Cay Police Department
•  Chief Evelsizer attended York County Drug Enforcement Unit Board of Directors meeting.
•  Officers successfully completed Active Shooter training in conjunction with York County and SC Department of Public Safety. Training involved a mock
“lock-down” of an educational facility designed to instruct officers as to how to respond to a school shooting situation.
•  Officers and staff successfully completed required Homeland Security training. Completion of training is required to maintain certifications and
credentials required for the TCPD to remain eligible to receive federal grant funding.
•  Investigative staff are working with the York County Sheriff's Office on a criminal analysis system which will enable users to better identify patterns of
criminal activity within the Tega Cay area.
•  Officers conducted presentations at the police department to a Cub Scout group.
•  Cpl. Bell conducted a presentation at Lakeshore Christian Preschool. The police department and Cpl. Bell were given a thank you board with a message
and pictures of the children with Cpl. Bell.
•  Captain Nelson and Lt. Spence attended a steering committee meeting for the Law Enforcement Memorial program. The program will be held at May 12th
starting at 11:45 am at First Baptist Church in Rock Hill. More details of the event will be made available to Council as preparations are finalized.
•  York County CrimeStoppers to be utilized regarding a larceny incident.
•  Neighborhood Watch meeting held on the first Wednesday of the month. Topic was U.S. Census fraud.
•  Lt. Holland’s canine "Sammy" certified in narcotics detection.

Public Works
•  Completed loose leaf collection.  Overall, season went smoothly.  Staff is currently exploring more efficient ways in which to implement next fall.
•  Christmas trees that were collected curbside have been chipped and staff is currently spreading wood chips at various locations throughout the City.
•  Public Works Committee is currently conducting their Road Survey.  Anticipate having this completed by their regular March meeting.   
•  Receiving quotes on asphalt patching on some City streets as well as re-striping some of the collector roads.
•  Staff attended a SCDOT meeting in Rock Hill concerning Hwy. 160 through Fort Mill and Tega Cay. It appears that SCDOT will renumber the Northern
and future Southern Bypasses as SC-460 (maintaining the local “Springfield Parkway” designation).  There are also ongoing discussions about renaming
Hwy. 160 West with a non-numerical name – possibly extending the NC “Steele Creek” name all the way into Fort Mill.

TCUD
•  Staff has made arrangements with Master Meter to have all 720 external radio read meters exchanged for top-load, under the glass radio read meters at
no cost to the City.  This should eliminate the consistent problems we have during our monthly meter reading.
•  Staff working on installation of sewer line for Police Department.  Work should be completed along with SCDHEC permit to operate in the coming weeks.

Horticulture
•  Applied for and have been qualified for $13,000 from the Community Forest Health Enrichment Assistance Program from the SC Forestry Commission
and the US Forest Service.  Papers will be signed this week to process the grant and obtain funds.
•  Spring Cleanup Week begins March 27th. There will not be a volunteer picnic this year.

Storm Water
•  The Storm Water Advisory Committee has undertaken the task of reviewing and developing new Minimum Control Measures for our NPDES permit.
•  We are currently evaluating some of the storm water infrastructure in order to determine repair priorities.
•  We are partnering with York County to make March the Great American Cleanup month.  These are litter pick up / recycling events.  Keep York County
Beautiful directed by the Clean Community Coordinator has scheduled several events during the month of March.
•  The county is also promoting and Adopt-a-Stream program which we are participating in and will be held March 20th

Beach & Swim Center
•  Memberships at 562 as of March 8th and 2 parties booked for the month of March

Development Services
•  Staff attended a meeting in Rock Hill concerning the 2010 Census.  Local mailings will occur from March 15-17, and, in an attempt to increase
awareness and responsiveness, the regional Census Manager is requesting all jurisdictions to officially proclaim April 1, 2010 as Census Day.

Planning
•  Planning Commission met on 03.01.10 and recommended two Gardendale plats for Council approval and continued their discussion on signs.

Zoning
•  Discussions were held at the February 1, 2010 meeting regarding updates to the section on signs in Ord. 77.  Chairman Weir provided draft changes
based on comments from the public and draft proposals by staff. Discussions will continue at subsequent meetings.

Board of Zoning Appeals
•  The Board of Zoning Appeals is scheduled to hear two cases on March 18, 2010.

Building
•  Permit applications and revenue continue to exceed approved budgeted levels.   The Building Staff continues to work on the ISO questionnaire and
supporting documentation in preparation for the upcoming audit.
•  We are currently in discussions concerning four new commercial projects  1) Peking Tokyo – Suite 111 in Graystone Commons (between Great Clips and
J&S Deli) 2) Tenders – Graystone Commons out-parcel adjacent to Taco Bell 3) Deli/Bagel Shop – Stonecrest Village Bldg. No. 1 beside Party Check List 4)
Japanese Restaurant – Stonecrest Village Bldg. No. 1 – former “The Station” location plus one additional space (3 total). At the completion of these projects,
Bldg. No. 1 will be 100% occupied.
•  Regarding residential permits, True Homes has indicated that they intend to secure twenty (20) permits in March for new homes.  Past history indicates
that this will most likely extend into April.

Fire Marshall
• Continue to work on commercial inspections, and an extensive pre-inspection is scheduled for the Club House and Glennon Center in March.

Utility Planning
•  Continue to work on water supply and demand projections, and a possible proposed impact fee on future developers.  Separately met with Char-Mech and
York County officials concerning a second water source.

Parks & Recreation
•  Registration numbers are just under 1,200 with 3 fewer programs from spring 2009.  Programs will begin March 27th for youth sports and March 16th for
adult sports.
•  One bid received for the croquet court construction.  Staff reviewing agreement between City and Croquet Club as well as reviewing proposal from the
submitting contractor.  Will notify Council once further action is taken.
•  Diamond Head, Pitcairn and Trail Head Parks have been adopted as part of the Adopt-a-Park program.  Staff anticipates Koala and Windsong Parks being
adopted soon. Youth sport teams will rotate on a weekly basis throughout their seasons to keep athletic fields clean.

Finance Department
•  Next Finance Committee meeting is scheduled for Thurs., March 11, 2010
•  Final Draft of “Year Ended September 30, 2009 Audited Financial Statements” has been reviewed. Financial booklets will be received shortly.
•  First Budget Amendment for 9/10 Budget Year will be presented @ April Council meeting.
•  Schedule for 10/11 Budget process to be discussed at March 13th Staff/Council Retreat

Administration
•  Working with Stonecrest Villas to finalize solid waste collection change-over to City service.
•  Finalizing the presentation components for the Council-department Head retreat on March 13th.
•  Arranging a pre-budget meeting between Council and representatives of the City’s bond counsel (Pope-Ziegler) to discuss debt management and revenue
forecasting.
•  In discussion with SCDHEC concerning the utilization of the City’s 6.9 acre Gardendale Road property for the disposal and composting of leaves and yard
debris. The total area needed will be approximately 1 acre and will not impact future development of the site.
•  Working with SCDHEC to host a public forum (or forums) concerning the Sanitary Sewer Overflows (SSOs) occurring within the Tega Cay Water Service
system.  These forums will enable the public to share with SCDHEC the severity of the problem in Tega Cay and should begin to help us work toward
enforcement action and resolution.
•  Have worked closely with the swim team to resolve the remaining outstanding issues concerning the upcoming swim season.  Despite initial tension, all
parties have worked in good faith and have reached mutually beneficial understanding/agreement.  The swim team will make presentation before City
Council in April which is intended to provide Council and the public with information concerning the outstanding swim team program we have in Tega
Cay.
•  City Manager and Mayor attended a meeting of area City/Town/County Managers and Mayors/Chairmen to discuss regional Arts related collaborative
efforts, Census efforts, and York County Public Safety Officials Day activities.   
•  Scheduling public forums to obtain input from citizens concerning the possible sale of City Hall site.
•  Obtained easements required to facilitate the sidewalk construction project encompassing the area from the 1st Properties building to Watertrace Drive.   
•  Working to enhance Channel 19 programming and to provide webcasts of Council meetings and related public information.
